WASHINGTON, D.C. (September 19, 2025) — Ahead of a vote on a continuing resolution that would deprive Americans of vital services and programs, National Urban League President and CEO Marc H. Morial urged Congress to choose instead legislation advanced by
House Appropriations Committee Ranking Member Rosa DeLauro and Senate Appropriations Committee Vice Chair Patty Murray that would avert a government shutdown and safeguard critical services for millions of Americans.
“The DeLauro/Murray proposal is a lifeline for communities across the country,” Morial said. “It not only prevents a government shutdown, but it also restores funding for essential health care programs and protects the integrity of our democratic institutions.”
The DeLauro/Murray bill offers a responsible path forward by reversing harmful Medicaid cuts, preserving Affordable Care Act protections, extending premium tax credits for over 20 million Americans, and reinforcing security for government officials," Morial said. "It also ensures that federal funds are spent as directed by law, countering the Trump Administration’s pattern of illegal pocket rescissions and unilateral partisan cuts
In contrast, the continuing resolution currently under consideration in the House fails to meet these urgent needs. It does not address the health care crisis, nor does it enforce spending laws already passed by Congress. The Trump Administration’s refusal to comply with these laws has deprived Americans of more than $410 billion in services, including cancer and diabetes research, public safety initiatives, support for crime victims, homelessness programs, senior job training, and education funding.
“The American people deserve a government that works for them—not one that picks and chooses which laws to follow,” Morial said. “The current CR is a hollow shell that ignores the most pressing challenges facing our communities.”
The National Urban League urges President Trump and Congressional Republicans to engage in bipartisan negotiations with Democrats to produce a continuing resolution and full-year funding bills that reflect the needs of the American people.
“We call on our leaders to put politics aside and prioritize the health, safety, and economic well-being of the nation,” Morial added. “This is a moment for courage, collaboration, and commitment to the common good.”
